Head of Monitoring

Job Location: BRAC International, Head Office, Dhaka, Bangladesh

Programme Brief:

BRAC International (BI) has a vibrant unified monitoring mechanism for its countries. The monitoring system covers all programs and ensures collection of data on key variables with annual & quarterly review mechanism to monitor the progress and the quality delivery of services.
In the BI monitoring system, activities and outputs are monitored by BRAC�s independent monitoring team using the inclusive monitoring system to deliver timely implementation feedback and suggest appropriate corrective course of actions. In the system, there are several approaches for measuring the progress of the outputs and activities includingi) monthly progress tracking MIS; ii) monthly program quality monitoring using event based checklist and assessment forms and; iii) programme reviews as and when required.

Key Responsibilities:

This position is responsible for providing technical leadership in the field of Monitoring and Evaluation (M&E) in BI Head Office.  Major responsibilities include developing and institutionalizing a common M&E framework, systems and tools for Country Offices; building the capacity of relevant staff in M&E; preparing the M&E component in country strategic and operational plans; ensuring that Country Offices and HO meet the Global M&E standards; and developing and establishing mechanisms for learning and sharing lessons learned across the organisation.The key responsibilities include:

  • Develop and implement a comprehensive strategy of monitoring programs that identifies strategic questions, obtains appropriate information, and reports information in a meaningful way.
  • Provide input to various stakeholders (researchers, programs managers, donors, senior management) for impact assessment and other plans, including results framework, indicators, baseline and target values.
  • Support and strengthen the monitoring setup in countries and create and maintain an efficient data collection system and database of the results and progress of project activities.
  • Conduct data analysis and prepare reports.
  • Develop reporting plan and required templates and tools.
  • Contribute to design, supervise and/or conduct special studies and assessments.
  • Contribute to management through timely processing and dissemination of monitoring findings and best practices to facilitate evidence-based planning, learning and program decision-making.
  • Monitor activities against the benchmark indicators set in the M&E framework.
  • Mentoring & capacity building of relevant staff for better functioning of monitoring and reporting mechanism in the organization.
  • Undertake periodic review of the implementation and operation of the monitoring and reporting mechanism;
  • Coordinate with the Research Department in two way feedback on monitoring and evaluation results.

Educational Requirements: Masters in Social Sciences/Development Studies/Statistics from any reputed University.

Required Competencies:

  • Fair understanding and command over quantitative approaches and data.
  • Good command over both oral and writing skills in English.
  • Developing M&E strategy and implementation tools for project monitoring
  • Skills and competencies at producing monitoring and MIS reports and advice programme heads on key findings
  • Experiences in monitoring of diverse projects like Agriculture, Health, Education, Livestock, Targeting the Ultra Poor, Empowerment and Livelihood of Adolescents etc.
  • Good understanding of project/programme log frame and monitoring framework
  • Working remotely with country teams
  • Working in multi cultural and diverse socio-economic environment.
  • Demonstrates integrity by modelling the BRAC values and standards;
  • Promotes the vision, mission, and strategic goals of organization;
  • Displays gender, cultural and religious sensitivity and adaptability;
  • Strong coordination, negotiation and networking skills;
  • Ability to work with people from different background and cultural customs;
  • Computer proficiency in Microsoft Word, Excel, PowerPoint and appropriate data analysis packages (MS Access, SPSS, STATA etc.)
  • Recognizes & responds appropriately to the ideas, interests & concerns of others, and give duly credit to other people's ideas and suggestions

Experience Requirements: Minimum of 7 years� of experience in relevant field. At least 3 years in managerial position.
