National Monitoring, Evaluation, Accountability and Learning Coordinator

 

Location : Dhaka – Bangladesh - with 50% travel in the field.
Supervisor : Head of Programs (HoP) & Country Representative
Supervises : M&E Staff 

 

Overall task:    The National Monitoring & Evaluation Coordinator (NMC) leads a team of M&E staff and improves Tdh’s Monitoring, Evaluation, Accountability and Learning systems in accordance with the requirements of the ongoing MCH-N, WASH and DRR, and child projection projects in Kurigram districts, and child labour and migration projects which will start in Dhaka soon. This position will intensively involve electronic data processing of all data management & security, analysis and reporting. The role also requires designing and supporting needs assessments and scoping exercises to develop new projects in Tdh’s implementation areas, the host community in Cox’s Bazar and other locations in Bangladesh.

 

Context:

Terre des hommes Foundation Lausanne (Tdh) is a member of the International Federation of Terre des hommes. Its Bangladesh Delegation office (BDO), situated in Dhaka, oversees the Foundation’s ongoing mother and child health & nutrition (MCH/N), and water, sanitation and hygiene (WASH) activities. Tdh’s model of action focuses on prevention of malnutrition. Eliminating the environmental causes of waterborne disease, Community based Management of Acute Malnutrition (CMAM), and homestead gardening are key components to improving children’s health and nutrition.

In the northern District of Kurigram, Tdh has been operating since 1974. Currently, Tdh implements its work directly, with a local staff numbering approximately 100. MCH/N initiatives (including WASH and DRR mainstreaming) cover one rural riverine areas and two peri-urban areas (pop. ~150,000). Tdh also administers a therapeutic feeding center known as a Specialized Nutrition Unit (SNU).

Tdh interventions include Emergency Response and Disaster Risk Reduction (DRR) components.
Tdh’s Humanitarian Department is directly responding to the Rohingya refugee influx in Cox’s Bazar. This position is not responsible for support the work of the humanitarian unit, but will be responsible to supporting any work undertaken with host communities in future projects.

 

General Responsibilities:

The position is responsible for overall management of the MEAL unit to:

  • Develop databases as needed and streamline existing databases to record only required information related to donor reporting and program quality and effectiveness.
  • Develop data management tools/materials for the different programmes as needed.
  • Ensure processing of all data and information through computer software programme such as SPSS, MS-Excel, EpiData, STATA, MS Access,   and ensure data cleaning.
  • Provide statistical and narrative outputs of data and weekly, monthly quarterly and annual reports to management for incorporation into donor and program reports.
  • Provide training and feedback to staff on appropriate record keeping and monitoring.
  • Lead periodic surveys for the Kurigram staff and provide the necessary methodology, trainings; tools/materials
  • Prepare and share data for project reports for the Senior Management Team.
  • Monitor the programme activities and indicators on a regular basis and ensure all data are valid and easily traceable for tracking and monitoring of reports
  • Smooth collaboration with Tdh Senior Management Team: Coordinators, Programme Managers, Head of Programs, Country Representative and Deputy Country Representative.

  • Supervise and provide adequate support to the M&E staff and program staff for improvement of efficiency and quality of work.
  • Ensure adequate systems design and software integration (how to streamline process for data entry/management/analysis/reporting) and build in backup solutions.
  • Develop job descriptions for the M&E officer and Assistant Monitoring Officers in collaboration with them.
  • Participate in recruitment of M&E staff, with the Tdh panel.
  • Assess training needs and provide high quality training and orientation to the M&E team members and program and field staff.
  • Ensure timely collation of field info & entry into the computer databases.
  • Establish sound data access and data exchange mechanisms (Kurigram-BDO-UNICEF-WFP); integrate validation measures at all levels.
  • Develop data management tools/materials for the different programmes as needed in consultation with management.
  • Develop databases using SPSS, MS-Excel, MS Access, EpiData, or STATA.
  • Organize punctual field monitoring by M&E team and provide on-the-job training to staff, as needed.
  • Ensure secure soft and hard documentation so that all reported data are accurate, reproducible and traceable.
  • Develop and implement quantitative & qualitative surveys with sound designs with sampling procedures; data management, analysis & reporting.
  • Develop tools for surveys and orient surveyors accordingly.
  • Supervise and monitor the survey interventions for ensuring high quality.
  • Conduct community consultation/PRA exercises in the field and in service delivery points when needed.
  • Provide regular monitoring reports (weekly, monthly, quarterly and annual outputs and reports) to senior management and relevant program staff for continuous improvement of quality of care and services and for donor reporting.
  • Develop needs assessments and scoping surveys to support community driven identification and design of new projects
  • Support the CR in identifying potential donors
  • Support in the development of concept notes, proposals, log-frames, theory of changes etc

Human Resources

 

 

  • Conduct community consultation/PRA exercises in the field and in service delivery points when needed.
  • Manage Programme Officers and Monitoring officers directly; with indirect support for organizing work flow of Assistant Monitoring officers
  • Approve the M&E staff leaves as per Tdh’s HR management manual.
  • Take initiatives for staff development in the section.
  • Conduct monthly staff meeting to support smooth work relations.
  • Develop staffs’ monthly work plans.
  • Conduct annual staff appraisal for the staff of M&E unit.

Respects Tdh’s finance and Admin policies and procedures

Child Protection Policy (CPP)

The CPP will be honoured and implemented throughout Tdh operations.
Informs the Child Protection Officer, Delegate and Deputy Delegate according to the reporting concerns format and to deal with any case of any allegations or possibility of transgression, even potential, of the CPP.

Others

Undertake other duties that may be determined by his/her supervisor or the Country Representative/Deputy Country Representative.

 

Skills and Qualifications:

  • Master’s in public health, Statistics, or Biostatistics or relevant field.
  • At least five years experience in similar positions related to M&E.
  • Experience in developing concept notes and proposals.
  • Experience in developing concept notes and theory of change.
  • Experience in working with major institutional donors such as DfID, EC and USAID
  • Proficient in data management software like SPSS, Epidata, STATA.
  • Experience in MCHN and WASH programs
  • Management capacity and excellent interpersonal communication skills.
  • Proficiency in written and spoken English and Bangla.

Salary Range:  BDT 129,400 per month excluding other benefits.
