Senior Programme Manager, Monitoring & Evaluation, GJ&D (Contractual)

Job Description/Responsibilities:

  • Provide strategic and technical leadership support to design, plan and implement the tasks related to monitoring, evaluation and knowledge management for capturing gender equality results of BRAC programmes, departments and enterprises 
  • Lead the process to provide technical supports for monitoring mechanism i.e. developing tools, protocols, checklists, indicators, guidelines, data collection and analysis for tracking gender equality results of BRAC programmes, departments and enterprises 
  • Negotiate and ensure conducting baseline, midline and end-line survey/assessment of the programmes/departments/enterprisesto capture learning and results 
  • Ensure coaching support forrelevant staff to carry out the work on gender focused monitoring, learning and knowledge management 
  • Plan, negotiate and organise different internal and external meetings, workshops etc. at various levels to disseminate and share the BRAC results and knowledge on gender equality changes 
  • Lead in-house studies on various thematic issues related to gender equality and women’s empowerment 
  • Provide learning and knowledge supports to GJ&D as well as BRAC in designing and implementing innovative projects on gender equality issues 
  • Take a lead role to oversee and finalize progress and performance reports required for BRAC and other stakeholders 
  • Take a pro-active role in cultivating learning and knowledge from a range of source including academic and development arena 
  • Identify short and long term Monitoring &Evaluation technical assistance needs, develop scopes of work for assigned tasks and arrange to contract with consultants as needed 
  • Produce high quality written reports and briefs synthesizing findings from quantitative and qualitative monitoring and evaluation for donor reporting and cross-organizational learning
  Requirements  

Educational Requirements:

  • Masters degree in Social Science/ Development Studies/ Gender Studies/ Statistics from any recognised university with all second class/ division or equivalent GPA/ CGPA 2.50 in all academic examinations

Experience Requirements:

  • At least 8 years of experience in relevant M&E field

Additional Job Requirements:

  • Have conceptual knowledge on gender, programme management and research methodologies
  • Have experience of working with statistical databases (STATA, SPSS, SAS, etc.) preferred as well as strong skills in MS Excel, Word, Access and Power Point
  • Demonstrable experience of publishing high quality reports and articles, and at least 3 publications as book chapter or journal article
  • Have Practical experiences in the areas of monitoring, evaluation and knowledge management in gender and development
  • Demonstrated experience in setting up and managing M&E systems
    (including databases) that track performance as per the objectives of the project
  • Ability to influence program policy and operational decisions, demonstrated by
    previous experience in leading the development and implementation of M&E
    frameworks and tools to inform program strategy and approaches
  • Skills on leadership and people management, strategic thinking, decision
    making and problem solving, project design and proposal writing, qualitative
    and quantitative research methods
  • Excellent team player and building relationships and must have excellent communication skills
