Foreman (Site Maintenance and Engineering Project)
Job Responsibility
  • Carry out daily surveillance drives to assess and identify blockages to drainage
    channels and roads/tracks;
  • Work closely and collaborate with project engineer to coordinate, train, instruct and
    encourage forward operating teams;
  • Undertake daily field visits to project sites to oversee the execution of engineering
    solutions;
  • Take necessary measures for rectification and achieve standard quality of site
    development infrastructures;
  • Assist in preparing plans and design for roads / drainage and other temporary and
    permanent construction or facilities in the SMEP areas of intervention, including
    preparation of specifications, Bill of Materials (BoM) and\or Bill of Quantities (BoQ);
  • Support preparation of detailed estimates of the designed structures, specifications
    of the materials and methodologies to be used in construction works;
  • Collect and study reports, maps, drawings, blue prints, aerial photographs and tests on soil composition, terrain, hydrological characteristics and related topographical and geologic data;
  • Ensure that activities are performed in accordance to the specifications in the project proposal and notify in a timely manner of any change request pertinent;
  • Adhere and respect the projects work plan (project schedule) to inform any delay or workaround required for timely completion of activities;
  • Supervise the engineering skilled and unskilled workers and oversee and help to
    resolve team conflicts;
  • Provide non-technical training to response teams;
  • Line manage up to five supervisors in accordance with the employers protocols;
  • Monitor day-to-day activity progress of implementing NGO partners and support
    them for revising monthly plan for overcoming any backlogs;
  • Review vendor work plans and track the progress of the construction against the
    agreed upon work plan and submit updates to the supervisor;
  • Carry out technical reviews as appropriate as well as managing multiple projects’
    construction projects and work streams concurrently.
  • Submit periodic report to the Operations Manager for compilation and sharing with
    internally and externally as and when required;
  • Extend support to develop technical skills of field support staff;
  • Ensure financial compliances and downward accountability in line with IOM global
    policy and procedures;
  • Perform such other duties that may be assigned by the Supervisor(s).
Employment Status Contractual
Educational Requirement University degree in subject supporting effective communication and critical thinking.
Experience Requirement
  • At least three (3) years relevant professional experience in critical thinking and cross cultural communication;
  • Work experience with international humanitarian organizations, multi-national companies, non-government organizations in a multi-cultural setting is an advantage;
  • Capable in use of GPS and mobile technologies; including responsibility for:
    • Custodianship of all land surveying equipment, including the total station, theodolites, laser alignment devices, GPs ETC), taking charge of equipment maintenance and inventory to assist planning and implementation of all land surveying works.
    • Undertake land surveys/measurements work; analyze the land surveyed data using plans, maps, charts and other computer aided applications such as CAD and GIS.
    • Keep accurate notes, records, and sketches to describe all land surveying work performed, and produce accurate detailed levels and maps of surveyed plots
    • Maintain excellent records of staff attendance and performance management;
    • Demonstrated accountability through increased project responsibility.
