For the team of our NAP/NDC project, we seek applications from suitable candidates for the position of “Advisor – Climate Adaptation”.

Job Location: Dhaka (with field visit)

A. Responsibilities

In your role, you have the responsibilities amongst others for the following points:

  • Independent implementation of goals and requirements set by the line manager
  • In consultation with line manager, assume duties related to the project’s planning, steering, monitoring and reporting
  • Help shape the project strategy, in particular with regard to changes or reorientation, and ensure knowledge management is adequate
  • Apply technical knowledge to solve problems in everyday operations
  • Be responsible to make decisions which have a short-term effect within a limited project area/ unit
  • Assist supervisor to identify day to day problems and suggest appropriate solution

In this context, the position holder fulfils the following tasks:

B. Tasks

Coordination / communication / participation:

It is your task to maintain a sufficient coordination/coordination with:

  • Supervisor, regarding the implementation progress including technical and budgetary issues (without any delay if urgent actions or decisions are required)
  • Other team colleagues, to allow an efficient implementation
  • With the partner structures, to create ownership for the project and sustainable impacts 
  • With other projects in the cluster, to generate synergies within in the cluster and program
  • with development partners who are active in the region and work on similar issues

In addition, it is your task to participate in working groups on cluster lever and on country level.

Implementation:

You also have the following (technical) tasks:

  • Develop appropriate tools, methodologies and capacity development measures to achieve the objectives of the project and program with a specific focus of the technical responsibilities entrusted to you by the supervisor
  • Maintain a time and budget bound operational plan for the entrusted technical responsibilities
  • Steer and manage activities under the entrusted technical responsibilities (including management of contracts with third parties and coordination with the partner)
  • Be aware of activities of other actors (government, civil society, donors and academy) in the region and sector
  • Synthesize the progress in regard to the technical responsibilities for monitoring and reporting and feed it back into team meetings
  • Knowledge products and extract learnings
  • Maintain communication with GIZ structures county office, in the region and headquarters and sector networks

Specific task: Advisor – Climate Adaptation

You will

  • pilot procedures to improve the integration of climate risks and national adaptation objectives in the project and strategy development of selected sector ministries and associated agencies
  • develop concept notes, Terms of Reference, position papers etc. as required
  • prepare and coordinate trainings, workshops, events as required
  • Support engagement of third-party service providers such as consultants, consulting firms etc.
  • Manage  and steer cooperation with third-party service providers with due consultation with Principal Advisor
  • integrate climate risks and national adaptation objectives as well as improve participatory processes in regular planning processes (e.g. annual investment program (ADP), five-year plan etc.)
  • develop procedural guidelines and anchor them in process steps of project and strategy development
  • support the Ministry of Environment, Forests and Climate Change in the development of a counselling service including process consulting and support to other ministries in regard to the use of climate data
  • advise technical experts and officials on the project development process
  • supervise and document implementation experience
  • coordinate with Ministry of Environment, Forests and Climate Change, in particular Department of Environment, and the Planning Commission to ensure that project applications meet climate policy and quality requirements
  • develop and document a model methodology for integrating climate risks and national adaptation objectives in sector strategies and projects, taking into account gender aspects and conflict prevention.

C. Required qualifications, competences and experience

Educational Qualifications

  • Master’s degree or higher in Political Sciences, Sociology, or any other Social Sciences, Management, Organizational Development or any other relevant subjects

Professional experience

  • 3 – 5 years of professional working experience with national/international development organizations, professional consultancy agencies, LGI or GoB in the matter of climate change particularly climate risks, NAP/ NDC, BCCSAP, CVA, capacity development, knowledge management of preference within GIZ projects or comparable projects of other organizations.
  • Previous job experience in GIZ will be an asset
  • Proven experience in demand oriented and tailor-made capacity development and its practical implementation is highly desirable due to the nature and demand of the TC project.

Other knowledge, additional competences

  • Ability to work well under pressure and must be a strong team player
  • Must have good interpersonal and communication skills
  • Fluency in English and good writing skills in both English and Bangla is essential
  • Knowledge of German Language is an asset
  • Ability to work in an intercultural environment
  • Willingness to upskill as required by the tasks to be performed – training measures to be agreed upon with management
  • Familiarity with development cooperation, bilateral or multilateral organizations and especially with GIZ related procedures
