BRAC’s Programme Development, Resource Mobilisation and
Learning (PRL) unit supports coordination between BRAC Affiliates,
BRAC Bangladesh, BRAC International, and Country Offices to strategise
and diversify the organization’s fundraising approaches, designing high
quality programmes, improving timeliness of project/programme
proposals development and submissions, as well as performance and
reporting. The team will support BRAC’s journey towards becoming an
even stronger “knowledge partner” of choice with relevant stakeholders
in the humanitarian and development industries. |

Senior Specialist, Programme Design (PRL)

Job Description/ Responsibilities:
- Lead programme design for complex programmes that
cut across multiple sectors and or countries leading on the development
of theories of change, logical frameworks, and measurement and
evaluation plans in collaboration with internal and external
stakeholders
- Conduct needs assessments and desk reviews to inform the design of strong programmes
- Design and facilitate programme design workshops and meetings
- Coordinate across multiple programme teams, countries and external stakeholders to design programmes and develop proposals
- Draft concept notes and proposal documents
- Review and analyse requests for
application/proposals and help determine potential strategies for
application in consultation with BRAC programme staff. Lead proposal
drafting teams, including review of proposals and concept notes at
various stages of development
- Build systems of collaboration, information sharing and quality control for programme development and management processes
- Identify potential partners and participate in
negotiations in developing partnerships and consortia for proposal
application
- Develop standard operating procedures, tools and
templates for high quality programme design and ensure adoption
throughout BRAC operating countries. Continuously assess and improve
upon tools and processes once they are developed
- Build organisational capacity in quality programme designing across different programmes and countries
- Manage the contracting process and work of consultants in the proposal development process
- Conduct after action reviews and analysis, document
and share learning from successful and unsuccessful programme design
and proposal development
- Maintain communication with donors and different BRAC teams for smooth information sharing for quality programme design.

Requirements |
|
Educational Requirements:
- Masters in Social science or relevant subject from any recognized University with Minimum CGPA 2.5 and above.
Experience Requirement:
- Minimum 5 years in development or related field;
ideally would have experience working in a number of different functions
(programme management and design, resource mobilization,
fundraising/grant writing etc.) and core experience in designing
programmes using global standard project management and lifecycle
tools.
