Position |
|
Position: Programme Head, BRAC Humanitarian Programme
Job Description/Responsibilities:
- Provide strategic and operational guidance to
respective Team Leads for developing Disaster Risk Reduction (DRR),
disaster preparedness and capacity development plan to ensure that
they accomplish their assigned activities effectively in line with
Annual Operational Plan (AOP)
- Management and oversight of disaster preparedness,
emergency response, DRR and capacity building teams to implement
their operational plans in line with AOP
- Provide management support to teams to ensure that
Contingency Plan on disaster preparedness and emergency response are
in place and practice at national and district level
- Guide respective Team Leads to conduct assessment
for designing Emergency Response (ER) strategies, and implementation
plans considering the contexts and requirements
- Undertake appropriate measures to enhance the
organizational capacity in order to respond quickly on any natural and
human-induced disasters/ hazards as per Standard Operating Procedure
(SOP)/ Disaster Management Steering Committee/ senior management’s
decision
- Ensure planning, designing of training curriculum
for ICS, UDMT, community and implementing capacity development plan as
per AOP to strengthen the capacity of BRAC staff at organisational
level as well as community
- Collaborate with programme development team for
resource mobilisation to undertake innovative intervention on DRR, ER
& preparedness and capacity building
- Ensure that all projects meet the donor and BRAC’s
financial compliance and standards in accordance with agreement/
contract/ MoU with development partners/ other programmes
- Ensure tracking budgets and good governance in project financial management and project implementation
- Undertake measures to ensure updated version of SOP, which is practiced by all relevant programmes within BRAC
- Undertake measures to address compliance related
issues as per the findings of internal/ external audits and monitoring
& evaluation studies etc.
- Represent BRAC in different national/ regional
forums, platforms/ networks and maintain productive relationships with
relevant stakeholders
- Oversee people management and create a performance evaluation and management culture across the teams
- Coordinate and collaborate with Humanitarian
Crisis Management Project, BRAC International’s Emergency Preparedness
and Emergency Response teams and Humanitarian Leadership Academy, BRAC
University etc. as per demand of BRAC Humanitarian Programme.

Requirements |
|
Educational Requirements:
- Masters in Disaster Management/ Environmental
Science/ Social Science/ Development or any other related discipline
(not limited to and mandatory)
Experience Requirements:
- Minimum 10 years of experience with proven programme
management/ operations in disaster management and or humanitarian
sector/ Disaster Risk Reduction related works with significant
experience in the context of emergency response/ humanitarian crisis
management
Additional Job Requirements:
- Sound knowledge of diverse development approaches, disaster management,
DRR, programme/ project management, humanitarian principles /standards/
code of conducts etc.
- Proven leadership skills with ‘can-do’ approach
- Flexible attitude, with the ability to lead and inspire diverse teams
- Demonstrated cultural sensitivity and ability to develop trusting relationships
with external organizations and stakeholders
- Ability to represent BRAC to different forum, governments, partners, donors,
communities and other stakeholders
